In Strasbourg, Ursula von der Leyen proposed working toward Canada becoming the European Union’s first associate member. Canada did not join the EU; the category does not yet exist.

The proposed relationship would build beyond CETA into technology, defence industry, the Arctic, energy, batteries and critical minerals. Von der Leyen said goods trade had grown 75% in less than a decade.

No treaty text, legal definition, timetable, rights or obligations were announced. The historic idea on September 16 was to invent a new kind of partnership—not to complete one.
